[Casper] time stamp error message and server load balancing

The client machine getting the policy is the only client on the VLAN period and there would be maybe a small hand full of teachers getting the self service updates in my building at the moment.

I highly doubt there is any network traffic going to that distribution point server

I will check server monitor and look at the AFP throughput for the last few hours and see what it looks like
