[Casper] Script to startup MySQL Manager

For whatever reason, the JSS doesn't auto-start correctly on our server. 
We have to manually open MySQL manager, and stop and start the service to
get it to work.

I think I found the answer though.  I am going to install the MySQL
Startup Item that comes on ther Server installation disk and see if that
does the trick.
