[Casper] Very weird download from the JSS server

However we are seeing this in safari regardless of https or http.  It will
work for a while but then if you click on a link it downloads the html or
php depending where you click.  It's kind of bizarre but it happens.  I
checked the url and I am using https://xx.xx.xx:8443.
