[Casper] Casper Digest, Vol 19, Issue 29

In our case the file permissions on the server are correct and we aren't
using FUT or FEU.  It has worked thousands of times so far this summer,
and not much has changed.  Also, it started with Casper 5.13, we didn't
upgrade until later in the week.
