It doesn't work for me 

<a target="_blank" href="http://www.tlarkin.com">tlarkin.com</a> (new
window) 

I also can not right click a link and select open in new window and have
it work. 

Perhaps this should be a feature request.

Has anyone tried to open up a new web page from within Self Service? Is
target=”_blank” possible from inside Self Service to open a new browser
window?
