[Casper] Policy Settings

Can anyone explain how a policy determines where a package downloads  
from? That is whether it is a download via http or via a file share  
such as afp? The policies that I have created in 6.01 are failing  
because they are looking for a http download which I haven't setup  as  
of yet. I am assuming I can set a local AFP file share download for  
all the policies. Any help would be appreciated.
