[Casper] HTTP Distribution/Packages Verified

So I know we identified the mysterious error ³The downloaded package could
not be verified² as being related to the HTTP distribution flag on our
distribution points.  However, was a solution ever found for how to enable
HTTP distribution for Self Service using existing packages?  I looked thru
the manual and didn¹t see anything.
