Yup. Unless /Users is somehow "special". I haven't tried it myself.
Clients aren't allowed to keep apps in their home folders (according to
AUP) and can't launch them from there (per MCX and/or Casper) in the
environments I've worked with.
I'd suggest /Library as a location for organization-specific items. Unless
you have a compelling reason not to, I'd include all apps in /Applications.
If you have apps that are only deployed to a subset of clients, you can
accomplish this with narrowly scoped Casper policies.
