[Casper] offline policy..

Perhaps I'm jumping the gun on asking this but I need a quick answer.  Is
anyone using ongoing polices that are made available offline?  I need to
be able to give my users access to a Self Service policy when they're at
home and not on our network.  Am I understanding what the Make Available
Offline option really means?
