I also use Casper (hence the Casper list) and NOT OD so I like Casper related options better...just saying. =)

I get rid of it via MCX and WGM via a group policy. I posted this as a hint a while ago

Has anyone been able to remove the Time Machine menu bar icon from the OS X user template for new users? We have our image setup to be bound to Active Directory so new users are being created as Mobile Accounts as they sign into the Mac for the first time.

I have figured out that the Time Machine dock icon stuck around because it was hard coded in the /Library/Preferences/com.apple.dockfixup.plist. I just removed the Time Machine array from that file and made a package out of it in Composer. I suspect the Time Machine menu bar icon is being hard coded somewhere as well but haven't been able to find it so I can remove that for new users.

Thanks,
