[Casper] Licensed Software

How do you notify your user community of upcoming changes to configurations
or policies?  Does your organization have an intranet site?
I would use your standard communications organ to inform the general user
community that something is available.  Once they have purchased a license,
you can add them to the group to which your self-service policy is scoped.
