[Casper] Network users not getting User template applied

OK, I tried to use the managed settings template for using local user
template when mobile user accounts are created, but it seems that isn't
working either.  My guess is that I need to tell it to use the non localized
template. Can anyone tell me how I might change that setting? Can I do it by
changing the managed settings template or must I create a new one? Thanks
