I don't think you can unlock that specific pane... Doesn't this have to be done via AddPrinter.app in /System/Library/CoreServices? I know this aspect of printing has been modified for the better in 10.5.7 via WGM.

I'm working on a base image and I figured out the CUPS for the pause printing etc. But how do I unlock the preference pane so anyone can add a printer?  I changed permissions on the preference pane file and that didn't work.
