[Casper] Admin Printer

Go back to the Casper arhives in December and search for a post with this
subject line:
[Casper] Allow Non-Admin Users to Add Printers in Leopard

There was a fairly lengthy discussion on how to do this by editing the
cupsd.conf file to allow non-admins to add printers.  I'd post the relevant
pieces, but it is better to read the entire article.
