I've done this successfully. Works great. You can scope the policy so that users only see printers that are in their building/department.

There was a fairly lengthy discussion on how to do this by editing the cupsd.conf file to allow non-admins to add printers. I'd post the relevant pieces, but it is better to read the entire article.
