[Composer] Adding Requirements to a Package

This is something that I've been thinking for a while would be a killer
feature. 

We'd LOVE to be able to have package dependencies so that it is possible to
link packages to for instance only install package X if package A, B and C
installed correctly or were present within the config.

We tend to install a lot of software packages such as Avid which have some
very specific requirements. The presence of dependencies would make our
lives approximately 163.4 million times easier.
